Anti-Terrorism in the Time of Hope and Change
The terror war against the United States, particularly as waged
by al Queda, presents many challenges, beginning with whether it is
in our national interest to treat it like a traditional war or as
something new and different. The Inn will look at one aspect of
that problem: how to deal with terrorists captured by American
forces. Should they be treated as illegal belligerents, special war
criminals or as ordinary criminals? Should they be prosecuted in
Federal Court, a military tribunal or just held until the end of
the hostilities?
The Obama Administration struggles with those questions, as did
the Bush Administration before it. "Anti-Terrorism in the Time of
Hope and Change" will look at the evolving views of the Obama
Administration, as it seeks to arrive at a consensus acceptable to
the military, intelligence, criminal justice and political
interests it must serve.
